Back when I was working on an expansion cooler I asked myself similar questions when trying to understand the effects of a regulator upstream of my oriface/nozzle.
The gas does not do work on the spring or plate, but the gas in the tank does do work on the gas thats leaving the tank as it accelerates it out of the system.
If you are indeed thinking about adiabatic expansion coolers its much more helpful to approach it from a compressible flow standpoint rather than a conservation of energy standpoint. Just figure out where in the system your flow is choked (probably the regulator, if it drops the pressure by a factor less than .5ish). Then use the isentropic equations to get your temperature drop.
