Yeah, Custom$ are very sneaky when it comes to anything that looks like a laser, or weapons components.
I'd speculate that laser Aixiz modules look very much like shells on an X-ray scanner, as for capacitors the rolled structure might resemble drugs ?

Sometimes they are just plain dumb though. I had a letter requesting duty on shoes once. The parcel in question actually contained electronic parts, but since it was a shoebox sized parcel they assumed there were shoes inside (their explanation!), instead of simply looking at the packing slip.
