What the bloody hell?
"an assembly of homemade transformers" and "a car battery and cans of petrol nearby" and things suspended from the ceiling with rope? Sounds like an entertaining contraption.
I guess the concern is the fact that he's inside a squished up apartment building, if he were doing this in a shed with plenty of space around it I doubt anyone would care. No one cares about the loud sounds and bright flashes from my barn, one of the local police sergeants is a family friend, and he thinks my shenanigans are great fun.
I've gotten looks from the neighbors when I was HVing in a house itself. I was in a neighborhood then. But now I moved to a larger area with a barn, and I warned the three neighbors. One of them offered to help with my TC. lol

How odd. I can't see him causing harm to anyone, and it's not illegal to produce your own electricity. I suppose if he were using a petrol generator there may be some noise issues or a fire hazard with the petrol. I'd love to see the plans for this machine, as he was apparently 'Recklessly producing household electricity with a bizarre home-made transformer.' In particular how he produces electricity with a transformer

It's about the petrol.
"fuel containers must not be stored in living accommodation such as kitchens, living rooms and bedrooms or under staircases. Any storage place should be well away from living areas in case of fire and it should be secured, to protect against the possibility of vandalism or arson."

Haha That's such a crappy article it is just pure comedy I've never seen anything on the BBC so shambolic, it looks like whoever wrote it didn't really know what was happening or what to write! They might as well have just not bothered at all

I think Mike's explanation makes most sense, he was running a petrol generator indoors, making lots of noise and carbon-monoxide-laden fumes, and risking a petrol fire. It was probably the engine noise that got the police called in the first place.
Dangling it from the ceiling could have been an attempt to reduce vibrations sent through the floor, after the first complaints from the neighbours downstairs.
I'm surprised they didn't just charge him with breach of the peace and confiscate the apparatus.
