If RoHS equipment drops below -10'C the catalytic process can create a seed crystal that propagates along contacted areas.
You will not stop the process with paints or even a re-flow.
The RoHS legislation was not written by engineers...

Interesting. Wonder if this is why some laptops fail shortly after being in the cargo hold of an aircraft?
It is safe to say that HDDs are probably affected by this, also extended storage of RoHS components might trigger such a failure.
