The 6V6 looks like a really weak tube. The 807 is better, but still a lot weaker than color TV horizontal output tubes. The horizontal output tubes have large cathodes, can push huge peak currents, will stand momentary voltage peaks of several kV and the amplification factor is high too.

I know the 6146B works in a VTTC: I gave some to Marko (actually the 6883B, the 12V heater version) and he made a nice coil with three tubes in parallel.
It would probably work in a circuit intended for the PL509, though it would be a good idea to use a higher impedance primary circuit, as the 6146B can't handle the current that the PL509 can. For the base-fed plasma tweeter, there is no primary, so just hook it up and hope for the best.
