I think you have problem on one of your IC,. kindly remove all IC,. then put back one by one.. By then you can see the IC with the problem.. (if its IC problem) i have encountered this problem before..

I probably should add a note on that design that says i used 18VAC transformers. Using 24VAC will run the regulators very hot indeed.
Not sure that the 24V regulator should get that warm, but if the output looks good then its probably just fine. Unless maybe you made a mosfet substitution that now has cross-conduction within the gate driver circuit.

Yap, 18VAC input rectified, Moreover, mine is supplied by 25VAC transformer rectified, but no filtering before 24Regulator, I put the filtering before 5V reg and the switching Mosfet. Measuring the V before 24 reg = 27VDC;
