So does the UK expect all European web masters to build this into their site or else they will ban access to the site for all of UK? It can surely only apply to UK based web sites.

"The guidelines, set by the EU, mean visitors must be told what cookies are being placed on their machine."
It appears that this is an EU directive, and will apply throughout Europe.

I think I will just sit back and wait for a wordpress plugin to handle it then :D

Now if only the UK/EU would outlaw those facebook, google, twitter etc web bugs everywhere and the facebook/google+ "sign on" crap. You don't even need an account or to "sign on" or to click the "+1" for them to track you. Your web browser makes a request for the image and/or scripts etc to load and their external server can track you the same way those single pixel web bugs can.
That means all of the European Barte Bonte games that I love so much will keep asking me the same question over and over each time I play one of his games and continue later... If they are to do that, then they should have an option: "Always save cookies from this site."
