"Mark Duggan, a 29-year-old black man, was shot on 4 August 2011 by police in Tottenham, North East London, England. Police stated that they were attempting to arrest Duggan on suspicion of planning an attack, and furthermore stated that he was in possession of a handgun. Duggan died from a gunshot wound to the chest, shot by police in a series of events described by conflicting eyewitness reports. The anger of some over the circumstances of Duggan's death, a public demonstration protesting his shooting, and the beating of a 16-year old girl by police were all contributory factors to a riot in Tottenham, which escalated into widespread riots, looting and arson in London and elsewhere."

The above is the opening paragraph from the Wikipedia article that Steve provided a link to. My point was that riots don't start without SOME reason.

Now I think about it, I think the Americans also used something similar to LRAD in Vietnam, as portrayed in the film 'Apocalypse Now'.

While LRAD may well be deployed during any future riots, it hardly seems fair on all the innocent London residents who will inevitably also be 'targeted'.

In a way they are damned if they do deploy (claims of police brutality) and damned if they don't deploy, for it is after all their responsibility to keep the city safe, no?

Surely we would be arguing too if the city was completely destroyed if the police aren't allowed to use force to stop the riots.

I notice that the LRAD was also deployed by Pittsburgh police during the Super Bowl, the Japanese whaling fleet, and the Sea Shepherd conservation society, who claimed to use it to play Ride of the Valkyries from their helicopter while buzzing the Japanese whaling fleet. smile

All in all, quite an interesting political football. Link2 I guess you could get some Internet fame by building your own.

The way I see, all that the rioters need its an excuse. Anything would do it. They already know what they want, and if they can blame somebody.. awesome!
It's hard not to trigger a riot when the rioters are just waiting to you to commit a mistake..

So, who will bet against the police using this thing on a crowd that they have already "kettled" so they can't move away and disperse?

BTW, Tobias, why are they "just waiting to you to commit a mistake" and is shooting an unarmed bloke really just " a mistake", if so, why is it that while the bulk of the UK population is white so many of the "mistakes" are black?

I accept that the police are doing a difficult job in difficult circumstances. It's just that I rather suspect they are doing it with the wrong people.

I've used active ear protection on a rifle range - totally awesome. Could hear the crickets in the grass until someone fired a rifle, then everything goes quiet for a second or two.

I see your point Chemist. People should be pissed about it, I am not saying they don't.

My point is that what they are doing has little to do about this. Probably just few people are actually protesting, most of them are there to steal and destroy. Get some stuff, let the blood flow.

Destroying other's property it is not what I call a protest. It is a crime.

I grew up in a neighborhood most people hated the police. They pretty much still do. At my place or yours, riots are not going to make one's future any better.

In general, municipal strategic information bias is well documented.

1. News broadcasters will focus on the dumbest odd-looking protesters they can find to undermine group credibility. If no obvious village idiot is present, than professionals will try to get regular people to say stupid things that sound controversial when edited out of context.

2. Local intelligence agencies will infiltrate fringe groups to invalidate credibility through violence, trivial crimes, and providing predictable behavior while mixing in with political protests. Thus creating a controllable situation that mitigates actual political threats to power by justified escalation of control measures. Ghandi won against England's classic disingenuous "political civility"... a rare exception that must not be repeated...

3. England's invasive adversarial social contract with youth is not a good deal for civilians. Deploying weapons/surveillance to thwart a hypothetical threat is simply an excuse for subjugation of political freewill. They should deduct the cost of such paranoid delusional expenditures directly from minister's payroll.

4. People have short attention spans in general, and even violence is quickly forgotten.
People cannot change their predictable behavior, and thus are indirectly manipulated into victimizing themselves. One cannot change the outcome of this zero-sum political game of learned obedience, and love for one's country.
