Well, the 3D printer can't make explosives or propellants, unless you feed it with the kinds of chemicals that the government keeps a watch on.
Banning random technologies kind of misses the point. The only really vital component is the will to commit murder, and it's hard to see how you could ban that.

MIM base firearms are standard issue cheap modern equipment. Note it has been illegal for people to build cannons or do certain modifications to firearms for quite a few decades.
Be aware that banning water to prevent drowning will not work. In volatile political areas where 80% functional illiteracy is still a modern problem texts already useless. Often general reading is forbidden by the ruling castes, and people despise anyone who would dare challenge the power structures.
Keep in mind these places under embargo still manufacture high-energy dense materials with minimal effort. Tracking and controlling the purchasing behavior of amateur scientists is silly, and historically ineffective against actual hostile forces.

Case in point, in some countries it is illegal to add a laser pointer to an otherwise legal air rifle as this turns it into a "dangerous weapon". Will just have to hope that the Govt don't also ban lasers as they have in Australia, that would really suck.
Its an interesting problem, how do you continue scientific research but avoid making dangerous pathogens/nukes/etc? Perhaps scientists should have to swear the equivalent of the doctor's Hippocratic Oath ?
something like "don't design or build any device that has the potential to seriously harm humanity, don't build or maintain weapons of mass destruction, don't research how to make pathogens more virulent, dont't design or build robots with autonomy without a built in hard wired OFF switch" etc
