Yes, but the value of the capacitor seems too high for the normal primary. The usual value is something in the 1-10 nF range, chosen so the voltage peak across the transistor when it turns off is safely below its maximum voltage when the interrupted current is maximum. There is just one oscillation peak. The diode clamps the negative swing and returns the stored energy to the power supply through the primary coil. It makes little difference if the capacitor is across the transistor or across the primary coil, but if it is across the primary coil the oscillation current doesn't pass through the power supply.

OK Gents
After several meltdowns (how can something so easy repeated by 12 years be so difficult ;) )
I started with this
Where is supposed to be D1 is 1n4007 R1 are 1k ohm Vr are 20 k ohm IC is 555 C1 is .01 uF C2 is .01 uF 1 Kv MOSFET is 2SK1796 no description given for R2
I used IRFP350 for the 2SK1796 and placed a 2 kohm for R2. I used 20 windings on the FBT. Not exactly sure of why the 2 pots. I figured 2 fixed resistors would be better.
It works but I get no where near the result expected
So what do I change?
I will try maybe a 100ohm for R2 and some more windings or the internal coil if I can track it down.
The original is here and you can see from photos near the bottom he is getting something out of it. My arc is MAYBE one millimeter.

Hi Alex,
Before I got your response I had 3 of 470ohm in parallel. That gave me an improvement. Arc just under a centimeter.
I changed R2 to a 27 (didnt have a 22) and it's now a solid 1cm+. It's not a real "thick" arc but I'm more concerned about the voltage to get my sons"electro-kinetic device" in the air.
I will try a few less windings and see what happens and change the Pots to 50k's
