The bizarre (under the circumstances) wording of the legislation makes it quite clear to me that they're targeting the "9/11 truth movement".
What scares our Ziofascist dictatorship more than anything else is the thought that the "Occupy Wall St. Movement" might take up the cause of 9/11 truth. They can't allow that at any cost.

It's been building towards this for years, there are untold number of FEMA camps and trains ready for mass incarceration. Did you hear that they cleared drones to fly the American skies...?

Come on guys! There are certainly better reasons to lock up US citizens than "membership" in some nebulous "9/11 Truth Movement!"
Take, for example the "War on Some Drugs. In history, one only needs to look at the Anti-Sedition laws invoked during WW1 in the US (to wipe out anti-war trade unions like the "Wobblies") or the laws that put US citizens of Japanese descent in camps during WWII. Proposed legislation during the McCarthy era also suggested the use of "concentration camps" to contain suspected US communists.
Conspiracy theories serve only to deflect attention from the true problem: that the USA, UK and Europe are legislating away their civil liberties in the name of a (false) sense of security. The question we should be considering is: "How do we stop and reverse the trend?"

Maybe you're in Belgium so you don't know much about it? They're not worried about 'membership' in some nebulous '9/11 Truth Movement'", rather, they're worried about the potential for massive demonstrations in major cities with people demanding a real investigation. It is you who gives the government too much credit. Given the general ineptitude and interagency conflict, do you really think such a conspiracy could really be carried out by a group of 3 letter agencies with such precision?
The point of my mentioning of historical references is that these things have happened before...mostly with popular consent...not conspiracy! Lift the tin-foil had from in front of your eyes and you'll see!

Rabbi Emanuel Rabinovich is a non-existent figure cited in antisemitic propaganda. Like the "Israel Cohen" of A Racial Program for the Twentieth Century, "Rabbi Rabinovich" was invented by Eustace Mullins.
"Rabbi Rabinovich" supposedly gave a speech entitled Our Race Will Rule Undisputed Over The World to the "Emergency Council of European Rabbis" in Budapest, Hungary on January 12, 1952. The speech outlines a plan for Jews to subjugate the world via a "Third World War". This forgery is taken as a "proof" of a Jewish plot against gentiles in much the same way as another hoax, The Protocols of the Elders of Zion, invoked in the Rabinovich speech, is used as "proof" of Jewish global conspiracy.
