New state secrecy laws aimed at controlling and 'managing' news about Fukushima on the one hand, and this on the other.
My view: Propaganda designed to exploit our perception of 'disaster' as mayhem and carnage, illusory transparency that overlooks the fact that radiation is (generally) invisible to the human eye!
