i really doubt that 13 turns on a ferrite core would be .47uH. the OP obviously made a typo, which he repeated for "actualy are. 5w 12 zeners" because they're 5W zeners. probably intended to use a semicolon but his phone didn't send it through correctly or something.
and J400 does not mean 40pf on that capacitor, it means 400V. and the 1U in front of it means 1 microfarad. If it did mean 40pf, then where is the voltage rating and why is the capacitor so big?
the circuit seems to be in order but look up the zener diodes to make sure that you have them in the correct orientation. check that your primary coils are tapped correctly and that they are wound in the same direction as the secondary. If all else fails just rebuild it (thicker and shorter wires this time)

One thing to keep in mind...
A ZVS driver might not start oscillating if the PSU is "soft-start". It needs a sudden rise for it to begin. So make sure you use a hard switch to power it, *after* the PSU is running.
I found this out with one of my PSUs, thankfully it could only deliver 5A to the locked-on mosfet so nothing was damaged.
