Can you get high off of ozone?

Arcs produce Nitrogen dioxide, not ozone. Try putting a glass jar over you Jacob's ladder - in a few minutes you will notice the gas inside has a brownish tinge to it : that's nitrogen dioxide. Ozone is produced by corona discharge.
Both are nasty, and toxic.

Like 2Spoons was saying, an arc from a jacob's Ladder won't make much ozone. A small disruptive discharge Tesla coil will make lots of ozone or you can even make an ozone generator with plates of glass, aluminum foil and a fan. It smells refreshing at first and then you get use to it and don't notice it much. It's best not to be exposed to it for very long.

Gah... I kept my garage door open when doing it. My sinuses were clogged before doing it, so I didn't notice it until my mom told me that it smells weird. O_O

because i have a very low power transformer (30a, 7.5kv and i wanted the arc to start on its own. ive got it to do it befre.

Oh, okay, that makes sense! (except of course your typo "30a" should be "30mA"). You are correct that it's often difficult to get a lower voltage transformer to consistantly initiate an arc. And the vertical wires need to be set at just the right angle. Anyhow, you are very tenacious! I would have given up and looked around for a higher voltage transformer after about 30 minutes! cheesey
