If the TCT is indicating that the resonant frequency of your secondary circuit is pretty close to your calculated value, then it appears that your TCT is workling properly.

If the TCT is showing that the resonant frequency of your primary circuit is around 10KHz, something is very wrong. How have you calculated the value of each of your bottle-capacitors? If you don't have one, can you borrow a multimeter with a capacitance function to measure the actual value of your tank cap?

I used this site
and I used very similar values, so I assumed that they would be about 1nF per bottle, 6nF total, whuch should have been close enough to my .00528 needed value to be able to tune it...

I think that tonight I'm going to order an LC meter and look for good scopes on ebay

Edit, forgot to mention that the results of the tuner were not changed at all when I tried to reduce the capacitance by removing bottles...

OK, I... changed... the problem :/

I re-did the primary circuit, putting the bottles in a bucket full of water with oil on top to stop the corona losses, And I tried to measure it again, (shorting the spark gap and attaching a lead to each side of the capacitor) this time it remains lit during the whole sweep, except for going dim at around 125ish khz

Still works for the secondary.

I think the problem is in the tuner, not the circuit, because I tried another inductor/capacitor setup of parts I had laying around, and it did the same thing.
I think that it might be that the LED's are getting enough current that I can't tel when they hit the brightest point, so I'll go back to guessing along the primary coil.

Well, with the tuner, I kinda overlooked the fact that the dimmest point is the resonant frequency, which was part of the reason I thought it was malfunctioning.

Other than that, I think that the corona on my capacitors was causing quite a bit of loses, so putting them under oil helped

I also added a half turn of aluminum wire to the primary and moved the tap out onto it

That it was, I'll try to stop that...

Also a possible point of interest is that apparently before i moved the capacitor into a bucket of oil, it was arcing to the case of my transformer, as evidence by the charred holes in the paper that was separating them...

In hindsight, i'm probably lucky it didn't go up in flames
