Yes you make your own circles, however you can do group chats, which can be with everyone in your circle and if you do a "wall" post you can edit it so only people in say the 4hv circle can see it.
That is my understanding, but im still trying to figure it ou. Id like us to have the ability to collaborate by invitation or in small gruops (so far ive been doing it by PM). being able to post stuff on a wall and such.

Why force people to register with carefully crafted fake identities rather than just acknowledge some people want a purely online persona?

PS. I have not managed my online persona well enough to be anonymous, I don't have a personal problem with exposing my name ... it's just the principle of the matter.

It might be because of a spam issue, having to put in all that information is likely to deter people from spamming on google+ I.E. multiple accounts and the like

EDIT: I am also able to send out invites for google+

You can send out the invites but it won't help, it's still in testing and field trial for the time being, so they hit the limit for the testing and shut it down and aren't letting new people register until they release it for real (hopefully soon) .
Until then we'll just have to wait, but I too support a 4HV circle.
