Assuming you have a particular design goal in mind, the turns ratio will certainly need to be factored into the design.

Just having some other reactive components in the primary circuit doesn't mean that the transformer won't act like a transformer anymore, it will. Technically speaking, the series capacitor does not change the "inductive impedance" of the transformer primary per se; rather, the combination of the two allows to change the impedance at the terminals as far as the drive circuit is concerned.

Lastly, I think you will need to fill some of that winding window with more copper and plastic (insulation) to get anywhere near 15 to 20 kw of power throughput.

Edit:

The output voltage is high because as far as the drive circuit is concerned, the series capacitor is "tuning out" some of the primary inductance. This causes a higher current to flow in the circuit, which causes a higher voltage on the primary (since the primary impedance itself is not changing), which causes a higher voltage on the secondary. Of course you may be saturating the core too and making things really complicated.

I dont see why so many people are putting down the oil immersion method, a 2 or5 gallon bucket would be perfect.

Because its heavy, inelegant, and disgusting...
On the upside, it "just works".
A well-made unpotted ferrite transformer is just so beautiful...to put it under oil and keep it beautiful requires serious work (for one thing, a nice, custom metal can, nice standoffs, etc).
