I would check that it really is working at the resonant frequency. If the feedback is hooked up backwards, or noise is getting into the circuit, it can cause the thing to avoid resonance instead of locking to it. If you can adjust the frequency, look for a current maximum. Hopefully should be able to get more than 1A going into it.
Yes, the audio input FM modulates the oscillator. The Tesla coil itself converts this to AM by slope detection.
