Radioactive particulate and individual atoms can accumulate from atmospheric fall out, on surfaces including skin. though muocus membranes are particularly vulnerable. (eyes, ears, nose mouth... and so on.) with gamma emitters external or internal exposure are dangerous. I doubt their luggage was the problem.

How Contamination Differs From Exposure A person exposed to radiation is not necessarily contaminated with radioactive material. A person who has been exposed to radiation has had radioactive waves or particles penetrate the body, like having an x-ray. For a person to be contaminated, radioactive material must be on or inside of his or her body. A contaminated person is exposed to radiation released by the radioactive material on or inside the body. An uncontaminated person can be exposed by being too close to radioactive material or a contaminated person, place, or thing.

With the caveat that the London Daily Mail is known to be an unreliable witness, the incident described here points to an alpha emitter, or 'twould not have been blocked by the boots - until they leaked, that is:
Three 'Fukushima Fifty' workers taken to hospital were exposed to radiation 10,000 times the safety maximum
Three men were scorched when knee-deep water sloshed down their boots and the contamination is believed to have come from one of the plant's six reactors - reactor 3 - which is thought to have been breached.

If the water is 10,000 times more radioactive than the water normally in the cooling system this must mean there has been a meltdown.
While they are saying that the water 'may' have come from broken pipes, this doesn't explain why it is 10,000 times more radioactive than normal.
The only way it can be 10,000 times more radioactive than normal is if there is a meltdown, or have I missed something?
EDIT: It was suggested on Reuters Live earlier that the black smoke seen coming from reactor three was due to the fuel having melted through the containment vessel, reacted with the concrete underneath, and reached the soil beneath the plant, which was producing the black smoke.
(If it reaches the water table there will be plutonium in the drinking water.)

It's difficult to make much out of uncontextualised figures like the "10,000." For example, the Radiation Weighting Factor for alphas and fission fragments is usually - but not always - given as 20, so here, as an illustration only, 500 Gy x WF(α) = 10,000 Sv.
