"Why not simply having a law to ask bike riders to wear a fluorescent vest at night"
Because fluorescent things only light up when excited by light (often UV) and there's not much of that about at night.

The proponents say that [the law] would generate $1.8 million but what they don't say is how much it would cost in infrastructural & bureaucratic non-sense to continue such a "license"!

Unless you're in the headlights of a car, which is what reflective vests are designed for.

But in all seriousness this is horsesh*t and will likely cost albany more money in the long run. Hopefully cuomo will stick to his promises and fix this mess of a state. He proposed a salary cap on school superintendents, and also wants to base their pay on school performance. The superintendent of the kenton district, one of the smallest in the state, makes $230 something thousand a year!. Not only that but the graduation rates in a lot of those districts suck, some even have less than 47% graduating. That plan will save some $$, but not much.

Now consolidating the 40 something school districts, that'll save a bunch of cash. Also the teacher's union is costing the state a bunch of money. A few years ago they were given the option to give up their 3 healthcare options and get only one, and keep all their doctors etc in the process. They said no and cost the state something like $8M. They also spend like $9M of taxpayers' money on breast enhancements.

Anyone who moves to NY has no brain at all.

On a serious note, when you cant ride a bike because you dont have a licence. Then you are the child and the "State" is the parent. Do not allow the government to have this authority, or youll regret it.

The state is always the parent. It's just a question of whether they are a Victorian tyrant, or new age hippies who don't believe in smacking.

NYC is the home of the original crazy bike messenger with a death wish, and I imagine the proposed law has people like this in mind. Link2

(The small businesses mentioned, that would be out of pocket, I guess are bike courier companies.)

In continental Europe things are much more relaxed. I believe you can ride a moped without a license, as long as you ride it on the sidewalk. smile
