This just has to be the worst idea for a homemade tesla coil cap I've ever heard. If you want a compact glass cap without brine stack some window glass with al foil in between. Or just glue it to the inside of damn jars! :P

Why not just use a tub of mercury instead of salt water. Probably just as ridiculous.
