Technically it's illegal, but nobody really cares. The law is just put into place to prevent these things from being sold at wall mart to redneck jim.
It's one of those unenforced laws, like the ban on laser imports. Unfortunately it makes these things tough to get, but fortunately nobody cares when you have them. They are sold all the time on candlepower forums (though I'm selling them cheaper)
As for the breaking, inhaling the entire contents of one of the 6" vials would give you the same dose as a ct scan, at most. Tritium has a short biological half life of 12 days.

Sounds like you could be right, but I'm sure I read somewhere that tritium, being an isotope of hydrogen, is pretty reactive, and can easily, for example, replace the hydrogen in water.
I have found articles that confirm what you say, though.

in the states you can get tritium in certain ways legally. Gun sights are still sold with them (as well as archery sights), high end watches have them, and then there is a special class for larger sizes like exit signs and glow markers that, if properly registered, can be used provided that they stay in the same place such as for marking in a darkroom, an exit sign, or safety reference of some kind.
There are also the "Traser" key-chains which are debatable legally (in the sense that it could be declared illegal indirectly but not specifically) but so far they have never enforced it as they are a safety-oriented device.
I'm pretty sure there are other ways to get it, but can't remember ATM.

If the tritium gas itself is inhaled, very little will be absorbed in the body, so the dose will be low, that's correct, but if the tritium is burned or in any other way made into a chemical that can be absorbed by the body, the dose will be significantly higher.
the Committed Effective Dose Equivalent (CEDE) in soft tissue is 64 mrem per millicurie (mCi) ingested
One EXIT sign contains a total 25 curies (about 2.5 milligrams of tritium) in these 15 tubes.
From pictures of exit-signs I estimate that one long tube is around 1/6 to 1/7 of the total length of the tritium tubing in the entire sign, so this would be around 4 curies when the sign is new. If all of this was accidentally burned and inhaled, the total absorbed dose would be 256 REMs, which is just above two and a half sieverts, which is a bit past the point where death is a real concern, but the chances of survival are high. This is equivalent to about 1700 head CT scans, or 440 chest CT scans, if the CT dose numbers on Wikipedia are correct.
This is a worst case scenario of course, and it is not very likely to happen, but it clearly shows that tritium can be dangerous in some cases.

I wonder how you will ship this to people, remember customs and DHS regularly detect radioactive isotopes in granite counter-tops being shipped internationally and domestically. They can detect even through the shipping container and boxes, with hand-held devices.
Though in reality DHS is so lame, they probably couldnt find their own smelly asshole with both hands and a mirror.
All I can say is dont use USPS, or youll be in felony trouble (but only if you get caught).
