High side in the end is the only way to go about using this circuit with IGBTs.. seeing most of them need higher gate voltage, and higher gate capacitance also.
I've never seen high side gate drivers being used in CW SSTCs, and I don't see any reason to complicate things needlessly and sacrificing reliability by using them. A GDT will work just fine if you have a suitable driver for it.
