Rhetorically speaking, where would the restriction of information stop? Is this not a "slippery slope"? Bomb-making information has been attempted to be made unavailable via a bill passed in Congress known as the "Feinstein Bill" (Google: Feinstein, Bomb Making legislation, etc) however to prosecute successfully the [person responsible for] dissemination of the information has to have knowledge that such information would be used for terrorist purposes beforehand. If this were not the case the records of the Patent Office would need to be restricted.
If such censorship of explosive synthesis were to have effect it would have had to be continued onward from a German Monk in the 14th century attempted to encode the formula for black powder.
In fact, it may not be the chemistry at all that makes the problem of terror bombing so [repugnantly] effective; but the initiating process! And to that end, aspects of initiating explosives would then call for the curbing of many areas of electronic engineering!
The very existence of narcotics in prisons & the common purchase of conflict diamonds make the focus on the "object & symbol" of a problem secondary to it's elimination.
