This product claims to jam all police radar frequencys by recieving the radar signal and modulating it with an FM chirp thus changing the signal that the radar gun sees. This seems to work in theory however more searching led to an article by "Radar Roy"

I don't know if that phazer II will work, it dosen't seem likely. A device with a small directional antenna that spams the K\KA\X band of the spectrum with random noise should be simple to make (although illegal).

all you need is a few gunn diodes and some resistors. as for laser, you can get a plate cover, thats usually where they aim it, or a jammer. there are legal issues though with some of these.
