I know it used to be on the old site, but I can't find it cry

What is the optimum voltage to create Hydrogen?? And it comes off the positive terminal doesn't it??

Try a Lye water solution or use HCl and aluminum to make hydrogen, I suggest the lye more though.

H+ neutralise at cathode (-).
More H2 can be obtained through chemical reaction than through electrolisis (eg: Al + NaOH)

If you do electrolysis with salt above somewhere around 13volts and chlorine will come off the anode. I think sulfuric acid is the best for electrolysis. For a controllable reaction that has no toxic gasses citric acid and zinc work great with a catalyst of copper sulfate. HCL is a fuming acid and with Al will produce some toxic fumes with hydrogen.

Not hardly, if you're talking cost per mole of hydrogen. HCl can easily cost nearly $0.20 per mole at the hardware store, and scrap aluminum about $0.05 per mole. So for $1 you can get barely 2 moles of H2 gas that way (that's only 4g, about 44.5L or 1.6 cubic feet), and some AlCl3 as well. For that same dollar in electricity (assuming no electrolyte is consumed too), about 20kWh (72MJ), 4000Ah or 149 faradays at 5V, you can get about 75 moles (over 1600L or 58 cubic feet) of H2 gas. Optimum voltage to do it will be about 2.5V in a well designed system with low cell resistance (see the electrode potentials which total about 2V, in the reaction on wikipedia), so it's actually even more economical than that. Production from catalyzing natural gas must be even cheaper yet (I'm not even going to bother to calculate), since that's how hydrogen is produced industrially.

When I need hydrogen I use lye and Aluminum with I bit of soap on top to collect it.

Just in case this thread is not totally dead, you might be able to find some of those old military canisters of calcium hydride on ebay. All you have to do is punch holes in the top of the can and drop it in a bucket of water (well, if you are filling a weather balloon).

I don't know how easy it is to handle if you were to open the can and use a little at a time. I suppose it's no big deal as long as you wear gloves, goggles and never use it in enclosed spaces. Hydrogen has no smell so you wouldn't know if it was building up in a room.
