Distribution transformer pulsing

My 11kV distribution transformer pulses and I cannot determine the cause. The control unit consists of a 35Amp Variac with a variable inductor from an arc welder in line with it. The inductor is before the variac.
The sparks generated by my 8-inch coil are purple and weak. At 200 volts input I am only getting 3ft sparks.
