Can a resonant MOT keep full voltage under a heavy load (short)?

I know a transformers open voltage drops 10-50% under short circuit load, but will the resonant caps on a MOT keep that voltage up during a short circuit or heavy load (arc)?

Isn't "short circuit" the name for a boundary condition in which voltage = zero?

If the voltage isn't zero, then the circuit isn't as short as it could be.

some such about winding resistance and whatnot that would make it practically impossible for V across the whole of the winding to reach 0v?
