How far is the Step Potential radius from a downed powerline?

I know it varies with the ground and the conditions, but on a usual dry day with rich moist soil and green grass, roughly how far will the current travel around a downed 7,200v line arcing to Earth? In other words, what would be a safe distance?

There is no way to provide a generalized answer to that. It depends on a combination of the system strength at the fault point, fault/contact resistance, soil structure, locations of buried conductive objects, and system grounding method.
