Fixing Li electric bike packs

Hi.
Acquired a broken Li-NiMnO2 pack with many bad cells.

Has anyone managed to revive these when they are below 2V? I am led to believe that NiMn isn't quite as fussy as CoO2 and can be recovered provided that the cell tearoff tabs are still intact.

Have three blocks of four cells at 1.3 to 1.6V and one at 0.6V which is probably a lost cause.

Update: To replace just the bad cells with identical 2200mAh ones isn't likely to be that expensive as these are also used in electric drill packs such as the Bosch ones.
Normally the cells have red heatshrink and are made by Y something.

These typically say 3.6V rather than 3.7V on them and apparently CoO2 aren't similar enough to work as the full charge voltage is too low.
