Looking for someone to build an SSTC for $

I have been contacted by somebody who would like a small SSTC building to his requirements. We have been discussing this via email, and I was all ready to build it, until I realised how much it would cost to ship it to the USA (about $60 for a maximum of 2Kg not including any customs fees). Therefore we have agreed that a more sensible option would be to find somebody in the USA who can build one, and ship it. The guy is in Georgia.
So I'm looking for somebody who can build a prototype SSTC to the following requirements:
- No streamers - the coil is simply intended for lighting fluorescent tubes which are held near it, therefore it needs a suitable topload to ensure breakout will not happen.
- Frequency - Approx 1Mhz CW
- Must be able to run indefinitely (cooling fan maybe)
- Must be well constructed, ie in a proper case and therefore safe (no live exposed primary coil or anything, remember there will be no streamers to indicate it is running)
- Most of all, it must be very reliable!
For an idea on the sort of power/size required, I was going to use a halfbridge on about 60VDC, and maybe a 35mm secondary former diameter. Self resonant driver, or one with some kind of feedback would be preferred, just to ensure it is always in tune wherever it's placed.

I hope he can find someone to do it. 1 MHz sounds a little high. Is there any particular reason he wants that frequency?

Thats so easy and you don't need a half-bridge at all.
Simply build a small Class-E amplifier (ala Richie Burnett style for instance). Just a handful of parts, and you can fully illuminate a 3 foot Flourescent tube running it at 15VDC and less than 10 watts!!!

Class-E would be fine I guess, I only chose halfbridge because I have no experience with class-E.
As for the frequency, it doesn't have to be 1Mhz. I just gave that as a ballpark figure for the physical size of the completed coil.

Though it doesn't quite fit the bill (awfully close, though), here's a commercial handheld Tesla coil:
I'd like to know what's in it. Bill Beaty, a fellow Seattlite, did a demonstration recently with one of these where he held it up to the outside of a glass jar into which argon gas was being dispensed. He turned it on, then stuck his hand into the jar, causing little 4- and 5-inch streamers to shoot out his fingertips. An amusing and (relatively) safe variation on the "lightning from the fingers" trick.
EDIT: An obvious way to deal with the "no streamers" requirement in this case would be to add a little ball or something to the tip. The stock electrode is deliberately sharp, presumably to encourage breakout. As for the "continuous duty" requirement ... maybe pop it open and add some heatsinks and a fan?
