weird comparator

It should give (open collector output) 0V or Vcc. But when difference between input voltages is not big, it gives about 1/2 Vcc.
What could cause this problem?

it works.
Different resistance between + input and output, and better power supply.
(there was 100nF near IC but it was not sufficent).
