I once forgot the resistor on a Tricolor LED from radioshack, and pumped 9-12V through it - I swear I never knew that LED Shrapnel could fly across a room in multiple directions

Looks like an inherently poor design, also known as a learning experience. Power resistors normally get very hot, and are made of stuff that can tolerate it. This style can exceed 100 degrees C at rated power, even with free air circulation (which is blocked by the capacitors). Plastic film capacitors don't like it hot.
[edit] Also, the smaller R's should be derated or have more room between them. Resistors get just as hot as anything else of the same size, in the same place, dissipating the same power.
