I believe that he's using a triggered spark gap switch which is inside the chamber, meaning that all the energy is delivered to the air inside the chamber. With only 200J of (presumably electrolytic) caps, this seems like a good idea.

Judging from the muzzle flash you could even lengthen your barrel for higher efficiency?!
