Strange. Just did some more testing. The chips aren't getting warm any more. The only thing I changed was a pull up on the output - but that was last night and I could have sworn they were still getting warm after I tried that.

Did you add or remove the pullup resistor? What value was it? Set the pots in the middle. Put an LED on the output! (through a 1k-2k resistor to +V). Is it working now??

I added a 10k pull up on each output of the 555 timer. After doing so the chips don't seem to be getting warm at all. The pots aren't in the middle but they're definitely not shorting.
