Hi Mary,
I guess I misunderstood. For the record I pestered a whole bunch of folks today about it :) Seems that, just as you pointed out, Kapton insulated wiring harnesses are verboten. We are apparently using it in applications where it is internal to the avionics enclosure, often to provide just a bit more dielectric standoff in tight spaces.
