How would I go about taking a picture and etching it onto a surface such as PCB or a painted surface or even just etching it into brass or similar metals?

I printed a negative to 'line film' (like a sheet of x-ray film) and then contact printed that a few of times to get a high contrast image (just black and white, no greys). I used that as the mask in a normal PCB etching run. After, I polished the copper. The result was excellent. In my case it was easiest to view it when illuminated from behind. Lit from the front it could appear either as a positive or a negative image depending on what was reflected in the mirror finish.
If I was doing it now I'd convert a photo to a monochrome high contrast image in Photoshop and make a PCB from that.

1. If you want a "continuous-tone" image, you'll need to process a photograph to generate halftone tooling (or exercise some artistic engraving talent). Apparently halftones can be generated by software such as Photoshop.
2. An alternative to chemical etching is fine sandblasting. It can etch all the substrates you named, including "painted surfaces", and even glass. Can even do halftones. One supplier of materials (including photoetching and inkjet-printer-generated masking) is

simple way-
cover metal in paraffin wax remove wax from area you want etched cover in acid (acid will differ depending on what metal you are using, make sure it will not react with hydrogen or carbon, or else it will eat through the wax) let sit (time will vary according to how deep you want it etched) clean off acid remove wax
