The power part should really be completely isolated from the control part so you can ground the control part to earth, but it is not completely necessary. Also, the capacitor in series should be at least 1uF (NON-electrolytic).

Yeah, if you open a few computer PSU's or other PSU's, you will see that the part after (the low voltage) the transformer are complete isolated from the part before the transformer (the high voltage), safety settings =)

wow, thanks a lot. this is only the second board i've designed. i've had a lot of help.
speaking of that, thanks again for the advice, everyone! the board was designed in eagle. it does take quite the learning curve, but once you've got it it's really fast and effective. it's the only program i've used.... so take it with a grain of salt. might be the worst one out there. lol
