You don't give enough information to answer properly. The electromagnetic spectrum is very wide .
In general the part of the spectrum that we usually deal with on this forum will not affect muscles at the levels we normally are exposed for. Worrying about radiation can cause the muscles to tense up and become painful.

If anything, I think the heat dissipated in tissue would make already sore muscles feel better. People use infrared heat lamps and RF diathermy machines to treat muscle and joint pain.
