It was residual indeed.
I had just taken off the bleeder resistors and was about to resolder the caps (I had done them very poorly) and decided I would try one last thing; so I plugged it in, nothing happened, so I unplugged, touched the spark gap and was punished.

Yes, I used the extension cord wiring for everything.
The ones from the NST to the gap lay on the concrete ground. I will try w/ them in a different position
Also, I will get washer and nuts.
Thanks again

EDIT:
I have not yet attached the primary, yet I DID GET THE SPARKGAP AND MMC TO WORK.
I have discharged many shotguns in my life, but NEVER have I heard a noise that loud! I had expected the familiar faint buzzing but was greeted with a roar of thunder.
Thanks to everyone who helped
Especially you Tetrafluoroethane

I am double posting because if I edited the past post again, it would go unnoticed.
The sparkgap and mmc works fine together. Loud as shit.
Yet I attached the primary today and was having problems. Sometimes the gap would fire once and then stop.
If I unplugged and then plugged back in it would continue firing indefinitely. Weird...
I was getting pretty good size sparks without the toroid, and the spark gap was pretty loud, louder than before I made this thread.
Yet when I attached the toroid, nothing. As before.
I started at 1 turn and went all the way out to 11. Still nothing.
I made sure none of the wires were touching.
I am using salad bowls for the toroid, and am taping the top of the secondary to the toroid. All my calculations tell me I should tap at 7 turns, including TeslaMap.
After 3 hours of struggle, I now turn to the 4HV gods for help

Look, when your system has no topload its tuned to LsCself = LpCp.

When you add your topload the frequency lowers because you have a fraction of Cself + Ctopload. Everyone here will say its Cself + Ctopload because they haven't done a real sweep of the system, but its close enough.

1. Calculate or find a calculator for the capacitence in pF of your salad bowls.
2. Tune your system without the salad bowls and get a rough number for your Lprimary and Cprimary (thats your MMC value).

This gives you the unloaded operating frequency of your system.

3. Use F = 1/ 2pi sqrt(LC) to find your Cself of your coil.
4. Add Cself to Csalad bowls, and use Lp = Ls(Csalad bowls + Cself) / Cmmc. Then select the tap.

5. Remember to put a breakout point on your salad bowls or you won't get much.

You, my friend, are a beast.
Look at you posting with that Frosted Flakes mascot as your avatar. Only a truly brave man would do such a thing.

It still needs more tuning, but it is working now. I am dedicating this coil to "Hazmatt". I call it "The HAZMAT Suit". The coil will be on my doorstep for Halloween. Everytime the bowl is lifted and poured into a bag, it will go off.

No need to dedicate your coil to me, just keep working on it and moving the tap around and you'll have it very soon.

If you can, always calculate the ballpark figure, it saves a ton of time and frustration.

I'm really not that brave, and that's not Tony, its Shere Khan. He's one of my favorites, and he never get's the respect he deserves, but such is existance, you just have to play the card you're dealt.

Oh, I forgot to mention, DON'T get these things near kids! 6' is the minimum safe distance for mine because of body capacitence. You don't have to touch the output to get shocked, the change in your pocket or touching a ground lead is enough.

Keep up the work and lets see sparks.
