I would be inlined to belive that even with washings from NaOH, and then dH2O, the oxide layer would simply reform. I would say your best bet is wash with dilute HCl, then put the Hg on top of that with no furthur washings. If you wipe it off, you still have some acid there that is perpetually eating the oxide layer, and that should not interfere too much with your amalgamation.
I just recieved 3lbs of Hg, so I may have to try this as well.
