Grain Silo Van de Graaff? What IS This Thing?

A few of my coworkers were on I-35 somewhere between Dallas Texas and Waco and sent me this shot. They said "Charles73, stop building your Tesla Coils so big!".

But now my interest is piqued. What is this? I have a few guesses:

1). Collection Dome to bleed off static charge within the silo (but wouldn't it just be grounded?)
2). Collection Dome to bleed off atmospheric charges, like a lightning rod.
3). Some high voltage/experimental installation that I had never heard of.

Wow.
The sructure that supports the top-load looks reminiscent of a Marx or Cockroft-Walton Generator. The structure to the left could be for control.
Could you see what the warning sign in the foreground says?

I couldn't make it out on my phone, but I texted my coworker to find out at least an estimate of where it is. I am absolutely intrigued.

I 4HV-type guess is that it is a VDG
if so then probably a few MV
also probably used as a linear accelerator.
There was something similar at Harwell here in UK but fully enclosed.

I looked again at the picture on my phone and I believe it says "private property - no trespassing".

It's bugging the heck out of me. Neither of the coworkers who were on the job remember where along the drive it was. But I do have it narrowed down. It's going to be between Hillsboro Tx and Waxahachie Tx on the right side of the interstate (heading south). I've looked via satellite and street view but haven't seen it yet. Half tempted to drive out there myself although it could be a four-hour excursion.
