When I put the ground wire near the marx gen output it will spark to the ground wire but the spark gap in stage 1 does not fire.

Is this a result of having too few stages or could it be my use of inductors instead of resistors?

Could you present a picture of your circuit?

Here are two pictures front and back of the marx gen prototype.

Stage 1 arcs about 2x a second but there is no output from the marx gen. When I put a grounded wire tip near the output the marx prototype arcs to ground but there is no firing of stage 1.

so what value are those inductors they do not look anywhere large enough so you are most likely going way past the di/dt rating of those caps which will internally flash over
Show us your calculations

The inductors are 22 uH.

I had to put the caps in the marx, 2 in series to stop them from burning out.

Calculations? I never did any.

How powerful should the inductors be? What formulas do I need to use to calculate that?

Your inductors don't look like they can stand the voltage. In a Marx Generator, the inductors need to pass charge current and then block voltage so the discharge current goes thru the spark gaps.
Most designs use small gauge wire wound single layer on a non conductive coil form.
Think about it, if you need a piece of ceramic a few mm thick to block the voltage, and the voltage can jump that ~5mm airgap, what do you think would happen to a multilayer inductor?

Has anyone used inductors in their marx gens and could point me to the ones they used? Or atleast how much uH and ohms they had?

I ordered some inductors 470uH on down, I'll let you guys know how it works out.

Well, the inductors I ordered did not work.

However I tried some 50kV resistors from mouser.com and the 3 stage marx gen prototype was a success.
