those caps are about .22uf. The flyback has an internal diode with a DC outpout and will run the marx by its self. A single stage instead if a dual marx is easier to manage. dump the electronics ie adruino and bread board and set the spark gaps to self break. you may want to filter the flyback with a capacitor and inductor before your marx

The flybacks I bought are AC flybacks which is why I have the 1 stage CW generator.

If I turn off the arduino pulser and let the marx gen caps fully charge, then turn off the power source to the marx gen caps, then turn on the pulser, should that fully deplete the marx gen caps and the device be safe to handle?

You cannot expect a spark gap to discharge a capacitor to a safe level, let alone rely on them for safety. There will probably still be 1/3 the full voltage on the capacitors when the spark gaps stop sparking.

Would I be ok wearing class 4 lineman gloves? The marx gens and cw gen will be encased in epoxy. But for handling the item I plan to use gloves.

Is that enough or am I taking a big chance and need to put in a knife switch to bleed energy out with resistors attached to knife switch?

I think a knife switch and some non conductive high tech "stick" is good.

PPE is always the last line of defence. you should not rely on that either. Resistors are better than nothing, but use several forms of indication as to voltage on the bank, then make triplely sure it's discharged by shorting it out directly with a chicken stick wearing the gloves. i.e. if it can kill you, do as much as you can.

Are you going to discharge the Marx gen into a transmission line, i.e.
for an emp simulator ?

Bell labs suggests a flexible tube filled with copper sulfate.
