Very strict gun laws and noone carries weapon in public unless it is in a gun case on the way to a shooting range or home from it. There is not that big need to really distinguish them from a real weapon, as those are not seen in the first place. It could also be that it is considered a "real weapon" as it has a explosive charge... I don't know, but this toy is only legal from historic reasons for sure :)
There is orange markings on toy guns, but I guess that is just a result of being able to sell the same product world wide.
