Most LTE networks use the same bands as the old cell networks. Note too, that the telecoms managed to win commercial usage rights for formally public upper WiFi bands as well. So there's a possibility of running your own LTE base-station, and not necessarily violate FCC rules.
However, interfering with service will have the FCC Fox Hunters (or annoyed ARRL members) after you fairly quickly given the other stations naturally triangulate carrier signal location by default (better than GPS in cities). There is also the constant flow of other users into the broadcast area, and link loss without hand-off would form a fairly good picture of the marked broadcast lobe/circle shadow. Avoid the FCC fines, and remember people have gone to jail for joke devices interfering with user emergency services.
Wideband LTE MIMO multi-polarization naturally handles interference well, and unlike old GSM protocols includes encryption to resist targeted link tampering.
