unfortunately there have been an infinate number and type of these rolled out by western companies and thieved by the Chinese, so you may find it impossible to replace with the exact part. Theres litterally millions of these little battery, wall socket and USB power IC's.

My concern was that some chargers start to auto-recharge again at around 4v. So if this little chip also resets its 12h time limit, than the cells could be overcharged if the supply is insufficient to achieve the cutoff charge voltages.
Seems ridiculous, but we'll just have to monitor a few full charge cycles inside a steel tool-box.
