Hi. Some days ago I made one of my first high voltage projects: I build a sort of little taser. It works thanks to a high voltage DC converter which has a 3 V input (I use two AA batteries) and about 7.000 V output. From what I've learned, it's a Cockcroft-Walton generator. Of course, I'm not going to use it as an actual taser since I know it can be dangerous, I just made it for fun.
If I put the output wires close to each other, they make a continuous series of sparks, wide about 5 mm (or 0.2 inches), and if I touch the wires, I get a slight shock. However this only happens with the two output wires of the generator; if I put the positive wire close to a earth wire, it produces no sparks and if I touch them I don't get any shock.
One of my friends, instead, bought something called "negative ion generator". It is similar to mine, but it works with 12 V input and 30.000 V output. The big difference is that he can make sparks even between the positive output wire and earth, and not only between the two output wires. If, for example he touches a metal plate with the positive wire, the plate remains charged until I touch it, and I get a shock, while this doesn't happen with my generator.

Possibly in the second device one of the terminals is connected to the body of the device, and so "ground" is provided by who holds it. Or, due to the higher voltage, the distributed capacitance of the positive terminal holds enough charge for sparks.
