I have some astec DC/DC converters that do that, .4 to 2.6v at 60A max. They need 200-400vdc in though, (doubled, rectified, filter 120vac) I was going to try to use them for big laser diodes.

Here's a DC:DC module that meets stated output requirement with 12 volt input, just found in Mouser catalog. 61 x 10 x 32 mm, about the size of a Matchbox (tm) toy car or a GBIC.
They cost $45.76 when I used some in 2011. Murata website says they are now obsolete & discontinued. I bet you can find a better product for new designs.
