Anyone have any theories?

I suspect that it has something to do with GLONASS, perhaps a correct code sequence reinitializes the system or causes a system reload from stored backups?

Could be part of a "dead mans handle" for Russia perhaps.

If it goes away, nuclear subs launch all their nukes to avenge the memory of the motherland; because presumably it's been blown away in a nuclear war.

I know the UK has had a dead mans handle. If radio 4 is completely undetectable, they have orders to do some more checks, and then launch.

I imagine nuclear subs would require a much lower wavelength.

It could be a 'dead man's handle' for land based missiles, but it did stop transmission in 2010 when they moved it, so maybe it transmits a different signal as the 'launch' command?
